Intentionally die so you respawn at the entrance of a hospital. Now go outside the hospital and look for a cop and wrestle with him so you get his gun. Quickly run back inside the hospital and hide behind the filing cabinet that is near the entrance. You will not have to wait long before the cops come looking for you, when they do shoot them and collect their ammunition. If you keep doing this you will easily get the Killstreak and Rogue Cop rewards.
