Select the 'Versus' option followed by 'Local' and then press Down, RB, Up, LB, Y, B at the controller placement screen.
When you have 25 matches in Versus (online or offline) end with the desired character active (your opponent's or your own) the 9th colour palette will become available.
Unlock Character's 7th Colour:
Beat 'Story' mode with desired character.
Unlock Character's 8th Colour:
Beat 'Arcade' mode with desired character.

Unlock Valentine's Story:
Beat ALL prior stories.
Unlock Double's Story:
Beat Valentine's story.
