Below is a list of ALL 19 Strangers and their locations. Before a Stranger's quest becomes available you must first complete the corresponding mission.
Stranger 1 - American Lobbyist:
Complete the 'An Appointed Time' mission and then search Blackwater (gazebo).
Stranger 2 -Remember My Family:
Complete 'The Last Enemy Shall Be Destroyed' mission and then search Blackwater (train station).
Stranger 3 - The Wronged Woman:
Complete the 'An Appointed Time' mission and then search Blackwater (church).
Stranger 4 - The Prohibitionist:
Complete the 'An Appointed Time' mission and Stranger task 3 and then search Blackwater (near the shops).
Stranger 5 - Aztec Gold:
Complete the 'Must A Savior Die?' mission and then search Sidewinder Gulch.
Stranger 6 - Poppycock:
Complete the 'Civilization, At Any Price' mission and then search Chuparosa.
Stranger 7 - Love Is The Opiate:
Complete the 'Empty Promises' mission and Stranger task 6 and then search El Matadero.
