The cheat historical belts. If not, buy them in the WWE Shop, then put in the cheat.

The cheat code "historicalbelts" will unlock it. You can't get it in the universe; you have to add it to a superstar manually. For me at least, Ted DiBase has it automatically when you type in the cheat.
