Why can't I use the paving?

Okay, so I built a bridge in one of my gardens, and my mom might have messed up the system when she went to put in a movie, but I had saved before we left;

When I finally start playing again, I wan't to REDO the paving on the bridge, so I sell the old paving. When I go to get new paving, I hover over the now clear wide bridge and it flashes red and won't let me put paving there. When I filled in some of the pond OUTSIDE the fence marks (in other words, in a place where I DID NOT PREVIOUSLY have paving) it gave me the okay to place paving.

Is this a bug, or a game rule that I'm unaware of, and is there a way to fix it without moving my whole bridge?

It wont be a bug, have you tried differant paving? You can level your garden out, make the bridge then make the pond(s)
