This is confusing! First you must visit Knox (house in the back street area beyond the judge) who insists that you join a guild. Pick one and complete the first assignment and the guild master will give you a guild crest. Go back to Knox and show him the crest. He will teach you skills. Be sure to learn "blood toll."
Now head to the night watchman headquarters and use blood toll on the bat. Head to the night watchman and he will give you the key to the inner city. Ugh.
