Kinda, it's far west. There are alot of necromancers and monsters that will kill you there though.

If you are excepted into the taint (order of the necromancers), then you'll get into the base wit noone attacking you, and necromancers will sell you stuff.

I believe there is a settlement somewhere south in the wilderness. Though when you arrive, the necromancer says he won't let you in because of some reason, but there are boulders near the walls that you can jump on and then jump over the walls. When I did this, there were a ton of necromancers inside, but none of them attacked me. Just be careful because not only is the gate locked from the outside, but it is also locked from the inside, so plan on jumping your way back out.

theres a big road in the south that leads u to a big place when you get their it means youve gone to far go back and you see a small extention of the road and if you keep going don their it leads u to their main city NOTE: make sure u have respect with them or else they will attack
