Talk to Zurg and he'll ask you to futurize the town. Return to the main town area and make customizations to the Town Hall building so that it looks Zurg-like. Then find three alien figures and toss them into the Tailor Shop. Outfit them in garb befitting the powerful Zurg. You should have enough of the needed attire if you were collecting items while working your way through the Spaceport. When you've dressed your citizens appropriately, the mission will conclude and you'll receive your reward.
You have to go into the Zurg area accessed through the well and get as many prize capsules that you can. Try to find the one with the space capsules. Once you find it, go into town to the town hall (the building that has a clock in it, I think) then customize it and use the Space Wallpaper you got from the Zurg area prize capsules. That usually gets the mission complete.
