I can't get the best ending

What are the "three tatgets" ?

Can anyone help me

The three targets are jamie washington, you can either kill him in the interrogation room instead of lambert, or just kill lambert. Then it dayton and enrica. Dayton is simply in his office, easy to kill and you meet enrica near the elevator for the lab underground. The second traget is emile in his underground base and the bomb. The third target depends on whether or not you killed lambert. If you kill jamie, then you do another mission where you are on a boat and have to kill moss and his crew with only a knife and no hiding spots(tres difficile). This is the third "target". If you kill lambert, then there is no third tARGET. Also, to get the best ending, you need to save hisham in the kinshasa mission while you are on the radio tower. In conclusion, there is nothing special about the best ending apart from an acheivement for getting the best ending.

Ging vpr is wrong.

The three targets are as follows:
The Ship (The one you put the bomb on)
Lambert (If you kill him, you can't get the best ending.)
And Hisham.

Save two of the three targets and have a NSA trust of over 33%, or save all three to get the best ending.
