If you don't have his voice yet, then go for it. Sneak into his office, steal files, and hide in his locker when he tries to come in, and wait until he leaves. His fingerprints are on the locker that you were hiding in. Sneak around, dodging the gaurds and camera until you get to a door. Hack the pad, and see Moss talking to a soldier. When moss leaves, sneak up next to the soldier and hack the computer next to him to get visual proof of the bomb. Then you can sneak into Moss's office to get his other files, and then leave through a window in the room you hacked the computer in.
