Ok I'm probably the only one asking this, but how in the world do you look over rocks and shoot. I tried pressing every button but I couldn't find how to do it please help me.

Unfrtunatley, you can't take cover and shoot behind rocks, If you a playing instant action, you can't stick behind anything.
