Yes it can be a bit on the fast side, but basically you need to remember that you are using a magnetic grapple, which is technically a mechanical device, and thus it only attaches to specific types of objects. Basically any thing that has the unique metallic shine in the game. As far as aiming goes, Lara is supposed to automatically aim at the nearest legitimate target for the grapple - but when multiple targets are present you can use the left stick to influence which target she chooses. For Xbox 360 (which is the platform in which you asked the question) the Grapple is initiated by using the 'X' Button.
Once the grapple is attached you can move like you normally do, and you can interact with the grapple cable (pulling on it) to move on it. You can also release your hold on the cable to drop if you need to.
