Go to the dog park with them (you have to be on the same lot to get the visit here with option) select a pet house when you get there and choose try for puppies.

You get the dog to come to your house. You have to have a dog house. Then when the dog comes, you go to the romantic action and it should list "Nuzzle, Woohoo, or Try for Puppies"
If the "Try For Puppies" action is not there, try "Nuzzle" a few times and then it should work.

You can also buy a dog house and put it in the backyard (or anywhere you like
