Why do you want to kill it? You could become good friends with a sim from a different household, and ask them to move in. Move the dog into that sims household, along with the sim that you have asked to move in, and that dog is no longer your responsibility.

You can't kill it, the pet worker or whatever he is called would just take all your pets away if you tried! Trust me, I have tried my best.
