Once you get your painting skill level to 70 your sim can paint pictures of other sims in their vicinity.

I seriously hope you meant "7", because the level cap for all skills is 10 - making 70 an impossible level to reach.

I have my skill up all the way and it still won't let me paints portrait

I did not know you could paint another persons portrait but if you can I would guess you click on that person and their should be an option to but like I said I didn't know you could do that
