Look on youtube and search "Let's Play: The Sims 3 Pets" and the video creator should be "Quxxn" or something close to that. She got 2 dogs and they had puppies so if you have a youtube account you an either ask her or just wath the vids.

I don't think you can. Once you create your sims, you can't change genders

If you do the cheat shift ctrl c then type testingcheatsenabled true you can shift click on your dog and hit edit creat a sim and completely change whatever you want like when you made your dog in the begining on a PC
