OK Romance 101 - your Sims CAN become romantically interested in another Sim. You can help this along by having them develop a relationship based on friendship with the other Sim however, and this is significant, IF your Sims have too close a makeup in terms of their stats they may resist a romantic relationship. If they are too closely related they will refuse to do have one.
