Can I unlock a new town on the sims three Xbox 360

I am getting bored with moonlight bay and on the create a sim it said that I could save the sim to move to new towns and on the town map there are two ways to get out of that town. How do I unlock more towns?

The only way to add a new town is via the exchange / DLC as far as we know.
