Sims 3 Pets for Xbox 360 is not an expansion of Sims 3 for Xbox 360, so you cannot move your family/character between them as they are two completely separate games.

the game says you can save a family and move out of town but idk how to move out of town

What it means is that you can save the family to the main saves section which removes them from your game.
