You need the Hearthfire DLC to buy land and build houses. To purchase land you need to go to Morthal, Dawnstar, or Folkreath and talk to the Jarl's stewards to buy the land. You need to be the Thane of that hold to purchase land.

You do not have to be a thane of falkreath to purchase land but you do need to do a quest for the jarl and then talk to the steward you ask to buy house and she will tell you they don't have a house for sale but they do have land for sale it's 500 gold to purchase hope this helps
