The Temple of Mara in Skyrim will be able to help you out with that. Go there and grab an amulet from them, and ask about marriage. Once they explain it, equip the amulet and go find yourself a woman you have helped out in the game. Talk about your feelings and you will ask them to marry you (wow, you are a fast mover). Go back to the temple and talk to the guy. The ceremony will happen at the temple. Don't do anything stupid between this time, or the marriage will be cancelled. Get married and there you go.

Hey-o! Okay, to get married on skyrim you have to go to the temple of mara in Riften. You have to speak to the priest, Maramal. If he is not there, then you have to go to the "bee and barb" which is close to the riften square. Maramal will be somewhere in the middle, and if you talk to him, you can ask him about marriage. Then he will explain a bunch of stuff about it, and you can purchase an Amulet of Mara for 200 gold. When you have the amulet, you go find someone that you have done a mission for, or brawled, or basically anyone who has grown to trust you. Now, you equip the amulet, an talk to the person and say, "Interested in me, are you?" Then they will say yes, and they will ask you if you are interested in them. If you answer yes, then they will say that you should arrange a marriage with maramal. So you go back to riften, and talk to Maramal and say you wish to get married at the temple of mara. Ha, sorry, didn't finish that. Anyway, ladies, I would reccomend marrying derkeethus the argonian because he can follow you around. The only down side is that he won't move in with you in your breezehome or whatever house you have. And men, I would reccomend marrying Brelyna the mage, because she can fricking blast people accross the room with her spells! Now that is a wife!

You have to go to the temple in riften and talk to the priest inside and he will give you an amulet. When wearing the amulet you go and talk to people and some will comment on it or you can ask them to marry you and if there is an agreement you return to the temple, talk to the priest and go back to the temple after 24 game hours for your wedding
