To restore the thieves guild to it's former glory, you must do all of their quests, and you must do 5 side quests in each of the 4 holds from Delvin and Vex. Once you do 5 in each hold, talk to Delvin and he will give you a special quest to do. After 4 of these special quests, go talk to Brynjolf and he will make you the guild leader.
