You need to be part of the darkbrotherhood and progress to a quest that takes you there

You must join and continue the dark brotherhood when you will kill the jester and the answer is innocence

Either I Have Not Gotten That Far Or I`m Not A True Member Of The BrotherHood But There Is One In Falkreath And One In Dawnstar The Password For Falkreath`s Door Is "Silence My Brother" But You Have To Be Kidnapped By Astrid And Get The Code DawnStar I Got No Idea
