No there is no cheat code but if yo join the theves guild you only have to pay have youre bounty if yo are short on cash and can't afforrd the and you have to go to jail find dorion in the talos plaza distrct go in to his house kill him don't let any body no you did it you can keep taking money from him dobt prees the x butten or in the kavacth camp there is an orc get on youre horse and talk to her you can keep selling youre sword that you have on

If you mean the bounty place on you by commiting a crime then you cant. The only thing you can do is join the thieves guild, you can then pay off your fines for only half the price you would normally have to pay.

Sorry. There are no actual cheat codes for Oblivion. And I do not know of a glitch that allows you to do so.

This is not a cheat but you have surely come across imperial patrolmen either in the imperial city or on the roads of cyrodill. What I did , and granted dosent work all the time , but I got my disposition with an imperial guard to the max which I think for me is 87 without bribing them and sometimes after you've spoken to him he'll say "if you ever run into trouble come find me" he means your bounty, if you can find an imperial guard that you have a disposition towards him maxed and a bounty on your head , speaking to the guard might prompt him to say "looks like you ran into trouble, i'll take care of it" and your bounty will disapear, also works with lex before he gets re-assisned , NOTE: dosen't always work given the fact it's hard to tell one imperial from another.
