Question for The Elder Scrolls IV: Oblivion

Hello The God here, got some questions bout TES4O here it goes.
1. Ok I've got really mad at the game in the past when I go to kill somone and it says (This person is unconcious) and I keep attempting to kill them over and over again but they never die. I searched my options menu and found nothing, is there anyway to turn this off?

2. Also I've completed every other storyline quests EG: Dark Brotherhood, Main storyline, Arcane University and ect ect. The fighters guild wont accept me because I have a "bad" reputation. How do I get rid of this "bad" reputation even the gods wont let me pray.

3. Just wondering I've been reading and read about something called the "something card" and it is said to upgrade all your stats to the max. If someone could shed some light on this and tell me were I can get this that would be fine.

4. Someone explain to me in detail were Hermaeus Mora's shrine is? (Sorry if I spelled that wrong).

5. Is it true you can battle dragons at lvl 65?

6. Ive been infected with vampirism after I cured it the last time I had it, nothings happening though. Is this normal?

7. Ive put ALL my belongings in chests in two places, Cheydinhal DBH sancuary and the cloud ruler temple. My belongings are ALL gone now and I lost all my cool things. Is there anyway to fix this?

Thanks to whoever can answer my large set of questions! The God, proud owner of a lvl 11 warrior and lvl 30 mage.~~

1. No, it's to prevent you from killing people which would stop quests functioning normally that they are a part of.
2. I'm not really sure how, but you will need to get your Fame higher than your Infamy.
3. I haven't heard of this. The only thing even close would be the Ohgma Infinium, which raises particular skills and attribute on what you choose to focus on (strength, magic or thief based), this is what you get for the Hermaeus Mora quest. The card is probably some PC mod someone has made so you don't have to do it all with the console.
4. When you do all the Daedric quests, someone will come and tell you where it is.

6. I'm pretty sure that once you've had and cured vampirism (fully blown) you can't get it again, so yes.
7. I'm afraid not. After a while, chests you don't own will renew it's contents, removing what was previously there. Getting a house will allow you to put things safe but there is no way to get your stuff back unless you have a save before that.

I can only give you the answer to # 3 it is the reword for do all the shrines and you can pick like combat magic or stealt and it will max those thing up

Just a note about #7 chest you don't own also means arch mages quarters I lost a full set of enchanted glass armor in one those chest and I assume your office at the chorral fighters guild.
