1. To get awesome armor you must be a higher level and that is when the good armor and weapons start to appear and you can get them for free by just running along rodes and killing bandits. You can get an awesome weapon (Umbra) which is a sword and you get that in an old ruin called Vindasel which is southwest of the Imperial City.
2. Yes, the game is only based in Cyrodill unless you download Shivering Isles which opens up a new realm.
3. You cannot get into Black Marsh as it is another province, and goes with your second question. There is a small region of it that you can go into and it is just in the southeast corner of the map.
