It costs 79 gold from "The Guilded Carafe" in the Imperial City, Market District.

If you go to "The Grey Mare" in Chorrol, a guy asks about helping his sons fight some goblins, I think his name is Valus Odil or something. Anyway, when you get to his farm, sneak into the farmhouse, and there is a bottle of Cyrodiilic Brandy on the shelf to the right.
Also, check the shelves behind the thrones in the castles. I know at least one of them has a bottle of Cyrodiilic Brandy

There's a bottle in Gromm's room in Baenlin's house from the "Accidents Happen" Dark Brotherhood quest.There's one in Martin's room in Cloud Ruler Temple.
