It's difficult. You have to use the grab button (LB I think) and slowly and patiently drop the sword on. I takes a while, and if you do manage to put it on, stay as far away from the rack as possible, just so you don't knock it over again.

It's easier for me to use a telekinesis spell for this. But either way it will take awhile to finally get it.
