You can find the armor almost anywhere, I personally found almost 2 full suits and a buttload of shields in the Merhunes Razor expansion. After I was about lvl. 21 or so it appears in almost every camp or cave with people in them, sp lvl. Up and look.

If your about lvl 8 and can handle yourself well and have about �5000 going spare, go th rindirs staffs and buy the apothesis, then head south-west from the imperial city till you find vindasel, it's a dungeon full of rats and crabs, it's fairly short you will then come to a women don't talk to her just whip out your apothesis staff and shock her it will take about two shocks.
Then go over and loot her body, she will have full ebony and sheild and as a added bonus she will have a sword called umbra, it is one of the most powerful weapons in the game, it also has a soul trap thing if you're interested.
