Question for The Elder Scrolls IV: Oblivion

Whats up with the note you find in the Blind Moth Catacombs? Its called "Instructions: The Gray Cowl". You can't drop it, because it counts as a quest item, but it is never used for anything. Is it for a different quest than Thieves Guild?
