Question for The Elder Scrolls IV: Oblivion

I'm trying to buy a house in Skingrad, but I can't find the guy I've never even seen him! I couldn't find him on the theives guild quest, I know his schedule (10:00 am west weald inn, 12:00 pm that shop IFTN) and can't find him in the castle.

PS: Where can I get a black soul gem AFTER I complete the mages guild questline?

I have the house for Skingrad I bought it in the Skingard castle it was a green orc that sold it to me I think that it cost like 35 thousand for it. He's always standing where you go in the castle in Skingard. I forgot where I got the black soul gem I have but forgot where it was. I think that a guy in the mages guild had one I took it from him.It was A guy where you had to get a ring underwater. I forgot what mages guild it was in.

If you mean the Orc steward, he is usually at the castle foyer wandering around from in the afternoon, or just wandering around town. I have heard that there is a problem with the game sometimes where he walks off the bridge to Skingrad Castle, and dies.

As for a black soul gem, when doing the main quest, you find Dark Fissure, and there is an altar with a Necromancer looking guy next to it, let him soul trap the altar, then kill him. He has just made a black soul gem and you can take it from the altar. He also has a note on him which explains how to make your own black soul gems

Yeah talk to the green orc in skingrad castle and the black soul gem you can sometimes find on necromancers and if you go to an altar at a cave and wait for the night of lights or something like that you put a soul gem in the altar and wait for it there you go
