I think you can buy them at alchemy shop or if your poor there commmon in the woods then dupe the item.

Leprekorn answered:

Redwort:

They are common around Black Marsh, and in the forests. Also, there is a quest you do at the Anvil docks for a shopkeeper where you stay in his shop overnight to find robbers. There is a Redwort flower on the lower shelf across from the entrance.

Dragons Tongue:

Just outside the Leyawiin gate, a Legion will ask you to help him take down some slangers in a nearby tavern (Greywater or something). Agree to help him, then head up to the tavern. There should be about 5 or 6 Dragons Tongue plants outside the door, to the right. Also be careful, because the soulja tells you the slangers wont recognise you, but they try and kill you as soon as you open the door anyway.

Those are some of the rarest plants in the game I can't help you vey much except for saying that you can buy them from an alchemist or barter from the mages guild

AWSM907 answered:

You have to search for them across the land because it seems that when you get the quest everyone stops selling them
