For the race it's just a matter of opinion. And it'll depend on what your character will be. I use an Imperial or an Orc for fighting. A Khajiit or Wood Elf as a theif. And a High Elf or Breton as a mage. As for the equipmet, when you increase in level better equipment will appear.

There are quite a few enchanted weapons and armours at the very beginning of the game. However you will need to know the "duplication" cheat. In order to do that go to the imperial city's market and enter "mystic imporium",or something lol, you will notice that the dark elf has 16 drainmagicka scrolls!! At this poin you can barely afford 2 of them. Simply select the scrolls twice (without exiting the menu) and drop whichever item is worth the most. You should now have 2 of the same item (sometimes the 1st time the cheat dosent work) then sell you extra copies (keep one to do the cheat again) until you can afford at least 4 scrolls. Then it's up to you, you can return the amulet of kings to jauffre and replace your rusty iron armour with "new" iron armour and replace your iron bow for a steel one and get a claymore. Or you can travel to the waterfront (imperial city) and sleep at the bloated float inn. This will trigger a quest, that will reward you with a good enchanted weapon and take up less than 5 minutes of your time. You'll be told the boat has been hijacked. Step out your room kill the first hijacker get his keys and unlock the storage room. Then go to the "tavern" deck and kill minx get her key and go to the "top" deck. Kill wrath and take his key (the fighting will be easy given the fact the hijackers have weak equipment). Then speak with the orc and follow your cursor. As you enter the room you will be approached by the leader tell her that you took the key from wrath , then tell her you wish to join her gang, then tell her three months ago, then tell her in bravil and finally that you killed the other gang members and she will surrender her sword .

Another good item, is the chillbrand to get it simply to to the grey mare inn , in chorrol then speak to an old man he will say "my sons, my sons...." accept to aid him and do the very short quest (you will have to kill 10 very weak goblins). Then return to the old man in chorrol and you will receive chillbrand.

Also , if you join the dark brotherhood they will usually reward you with enchanted items , some very useful. To join them simply commit murder on anyone and sleep in a bed. You will be visited by Lucien Lachance and he will give you a task to complete in order to join the dark brothehood then it's smooth sailing from there.

Also, and it should be noted that I never actually tried this but if you receive the "strange door in the nibenay sea" quest you might be able to enter the shivering isles at lv.1 (i always keep it for the end) and I believe that the first quest after killing the gate keeper you have to re-active an old torture chamber where you acquire dawn/duskfang especially useful at the beginning since you can't yet repair enchanted items. The only problem , and it's a big one, you cannot fast travel, it is a long trek and eventhough the creatures might be weak, a begginer player might easily get lost. Also, the door might not open to you yet...

deoraven answered:

Also, a few shops are selling enchanted weapons , this is where knowing the "dupe" cheat comes handy. You can get an enchanted war-axe from the "Fighting chance" in the imperial city. An enchanted battle axe in leyawin, an enchanted cutlass in anvil (i think), as well as two enchanted katanas in the imperial city. As far as armour is concerned, shops sell armour but they usually come with a side-affect, and since your armour rating is low , you will need to repair them often , and since your armorer rating is low , you will be unable to repair it. So in the "mystic emporium" you can buy enchanted gauntlets that offer resistance to frost, shock and fire 20%. Buy it then "duplicate" the gauntlets , equip one, then select twice the scroll you have four or more of, and drop the un-equipped one, this should make the enchantment permanent, also your money problems will be over. Then travel to skingrad and purchase a full suit of steel armour (if you are light armor then skip). Then travel to leyawin and locate the "blackwood company" building. For some reason you can take anything from their display cases including a blackwood company shield (the best shield, for now). Any other enchanted armour should be duped than making that enchantment permanent because until you are able to repair enchanted items. It will desintegrate fairly quickly and you will receive more damage it's better to be able to repair your steel armour than unable to repair your enchanted ones (the enchantment will be permanent anyway).
