Question for The Elder Scrolls IV: Oblivion

I am having a hard time finding the argonian I need to stab in order to cure the vampire disease. I know that he will be in the planes of oblivion but I can not seem to come across one.

First of all you can't normally find Argonians in Oblivion, there normally in towns.
Here is a pic of what they loom like -http://en.wikipedia.org/wiki/Image:Argonian.gif
I found one in the Kvatch camp (just down the road of Kvatch)
