You close it like any other Oblivion gate. You take the sigil stone in the highest room in the tower and it will implode basically and put you outside. If your having trouble getting into the tower, you probably missed a cavern entrance around there. Sometimes they are hidden in the walls like they blend in really well.

Like every other one. Go to the big tower in the center of the area and go all the way up the tower to the Sigil place and remove the Sigil Stone. Pretty simple.
