1. Activating this doomstone won't change your birthsign to mage. It will just give you some type of power (a spell that can only be used once a day). I don't know what the mage doomstone gives you.
2. To get to it I'll tell your it's relative location. On the Nibnay Basin side (East side) there is a river called something like the Livetfish River, I can't quite read it. On the north part of this river the map shows it start fading out (the river does). Just go a small ways north of the end of the river and eventually a star will appear on your compass. Then follow the compass to the star.

The Mage Doomstone is located north of the headwaters of the Silverfish River. Gives the Magicka Manifold greater power, which fortifies Magicka by 50 points for two minutes. It will not show up on your map.
