I have been trying to fortify my marksmen skill through enchantments however..

All you need is a spell that can fortify some skill like blade,light armor,heavy armor,destruction ect... But seeing as you don't have one try all the mages guild and to make your trip easier look in the Mages Guild Charter and the back page should tell you wich Guild teach what, look for the guild that teaches Restoration and they should have some kind of spell that fortifies a skill (it has to be a skill like blade, not an atribute like strength.) Then go to the archane university and at the Altar of Enchanting select fortify skill and there you should see marksmen.

You have to be in the mages guild to enchant things. After gaining access to the Arcane University you can find Enchanting alters and Spellmaking altars. You want the Enchanting alters. You choose to foritfy skill, then pick out marksman. The better the soul in your gem your using to enchant the item, the more it will be fortified.

To enchant something you have to gain acess to the Arcane University. You do this by going to the mages guild, talking to people, and selecting recomendation. Then you have to do quests for the heads of the mages guild and then you will be able to get into the arcane university. That is after getting the recomendations from all of the mages guilds in each city.
