1. Goldbrand is the prize given to you for completing Boethia's shrine quest.
2. You have to be up to a certain level for NPCs to be wearing elven gear. It probably starts appearing around levels 12 to 15.

1. I've never heard of that sword.

2. You'll start finding Elven weapons in shops, undead, and bandits around Lvl. 12. Or 15.
And with armor you can not buy it in stores, but you will find them on bandits all of the time around lvl. 12 and 15.

I haven't Obtained Goldbrand yet, but I can tell you the easiest way to get elven armour, when you're a low level.

At a certain level in the Fighters Guild, Oreyn get's it in his head to look for Azani Blackheart (I don't feel like explaining why), so after you look through the first Aylied Ruin, you follow him to the next... Fight the bandits, and when you get to Azani, kill him (like you're supposed to) and he SHOULD be wearing full elven (except the helmet, and a shield, since he has an elven claymore).
