You have to be at a certain level to get them. I think it's level 20.

You'll start seeing both around Lvl. 20. On bandits, NPCs, and highwaymen.

There is a display case in 1 of the fighters guilds that is very hard and has glass gloves and glass helm but the portor always looks so pick the lock fast
