Question for The Elder Scrolls IV: Oblivion

I am a level 2, almost a level 3, and I wanted to know where could I find the best weapon, and full armour for myself. I have already searched all the cities and I can't find anything. And money is not an issue.

Well the best armour apart from finishing the main quests (dragon armour) is umbra's armour!
You'll find her north of the imperial city if you swim over the water there should be a toob or something very close just go through there and jump over the spike trap (the floor will fall) and the poison gas and then just go further and then you'll find a woman in armour but shes pretty tough so bring some health potions!!
Just don't take too much stuff with you or you'll need to go back and pick up the rest...
WARNING: if you kill her you can't get the skeleton key (a dreadra quest, and that key will open all doors -but I'm not shure about imposible doors-) but if I were you i'd do the dreadra quests first if you want and then once you doon the quest for the skeleton key kill her or just finish all the dreadra quests and then kill her!!
But the dreadra quests wont give you gamescore points so you don't realy need to do them!!
