In the imperial city, go to the waterfront at midnight, go towards where the wooden hut thingys are and folow a little path round the back, you will pass a few hobos sleeping, folowing the wall you will come across a guy with a torch.
If the directions don't help just wonder round the water front at midnight, youll find him evetually

At the imperial city in the waterfront distric if you fast travle there turn around and go right till you get to the pirate ship thing then turn left go up the stairs then go left again he will be at the end of the path at 12

If you go to jail when you get out and then sleep a person will find you and if you talk to the beggar in the imperial market and get her disposition over 70 then talk to her about the gray fox she will tell you how to join the thieves guild.

Go to jail then hang around at the Waterfront District during midnight. Make sure to travel to the abandoned shack, the meeting place is behind it. Also, you must have recived the mysterious letter so you can enter the guild.
