You can't MAKE arrows, however you can enchant them
You have to join the mages guild and work your way up until you can access the arcane university. You can enchant items there and make spells...
When you go into the locked part (like a yard) there are two rooms that have very complicated names 
(i think one is called the chrysanthium or something)
One is for speels, one is for enchanting (use the altars inside)

You can't make arrows.
You can stand by a guy shotting arrows at a target though.
And thats how you get free arrows.
