Question for The Elder Scrolls IV: Oblivion

In the game when you are enchanting stuff is there any way to have the amount of magicka you can use go up and I'm not talking about the thing with the soulgems.

Yes

Use your magic skills alot, then when you level up, you should be able to increase your intelligence by a fair bit. Increasing your intelligence increases your total magicka (the blue bar)

When you level up.
Just simply increase your inteligence attribute.
Then your base magika will increase.
