Yes there is a walkthrough that will tell you how to get in there and many other places.

What you have to do is get on the south road with a bike and go about 102 mph and then do a wheelie half way and hit the flower bed and you will ramp over the fence and be in be carefull anything you hit will span you back on the road behind the fence
