It's north of the airport where you started. Go to the map, go north of the airport, and there will be a lake. Ford circuit island is the island in that lake. If you zoom in to it, you will see the bridge where you can get in.
Whats you really have to do is it is bye the place where you start. 2 to get to that island in my last description I had no idea what I was saying it is a glitch. And it is north of where you start.
