Watch closely as he 1st appears, you'll notice a target in his mouth for a brief instant. Then, it folds up inside his head and he starts to fire at you. You can deflect his cannonshots back at him by spinning. After deflecting 3 or 4 shots, he stops for a moment, but then begins to fire again. By spinning and deflecting, you move closer to him. Once you're close enough, he tries to swat you with his hammers, first the left, then the right. Don't get hit, and he'll raise both his hands up, and the target drops down into his mouth. Step in close, hit it, then jump away before he can swat you. Move fast, you'll only have a moment to hit it before it disappears again. Continue n this way... You'll have to hit the target 6 times to beat him.
Go up to him and he tries to hit you, don't get hit and then a target will appear in his mouth hit the target, repeat 5 more times towin
