Question for Sonic the Hedgehog

I just bought this game as I love the sonic games. But I cannot get past the first level. I can find tails but then am stuck. There is a line of rings going across the water and I'm guessing I need to fly through them. But doesnt matter what button I push nothing works.

If someone could help me would be great

You have to get some money by completing missions.then you go to the shops and buy it.then go to where the rings are and press X.

Complete a couple missions then go to the shop and buy the only item there (it costs 100 rings)next, go up to the rings and press X.

Walk around until you find a guy called alberto (I think that's his name), he'll say he has made new coustom shoes but, no one can try/test them. He then asks you to try them out. Say yes and, after. You'll get rings based on your rank. Then, you go to a shop and, buy the only item the y have (so far). That'll let you do the light speed dash (or, whatever that move is called were you dash to collect rings). You then go to a path of rings. Dash to/through them. This should then take you to a gate on a small 'island'. Go through the gate. You'll then start the first action stage.
