By playing through some of the Sonic story, you can unlock Shadow as a playable character in the game. If I remember correctly and I could be wrong, Shadow should already be playable. If not, play through some of the story as Sonic. Even if you don't unlock him through that, then try Silver.
You get shadow in sonics story. You unlock him once you beat crisis city with sonic.
You have to beat crisis city when playing as sonic then after the cut scene with silver and a phony shadow you unlock shadows playable levels
