U have to complete the stag movie mission . If you haven't chose 2 do the stag movie and hav chosen 2 do the gangsters in space movie don't worry you can do the mission again but choose the other option which would be the stag movie

It is unlocked at the end of the final mission

It's on the final mission: Three Way. You have to kill Killbane to get to the mission: Stag Film. Once you've completed that mission , you get the STAG outfit.
