I believe that weapon can be obtained at Friendly Fire later on in the game, most likely after you've beat the storyline. I know for sure you can obtain it on the last mission if you choose to save your friends rather than kill Killbane.

Go to friendly fire and go to buy/upgrade weapons if you have any flashbangs upgrade them to level four the leave and stink out steelport

If you have a flashbang, take it to the store called Friendly Fire. Once you do this, upgrade it to a level four.
